PAS at the CNTA C.M. Leung: The close contacts and dialogue between Britain and China could produce a positive effect on the question of convergence between the political system evolving in HK and the system to be laid down in the Basic

Law. The Government would gather the views of HK people on the development of political system here before publishing a green paper in 1987.

(Ming Pao): It said that there was no reason why China should intervene if reforms in HK were conducive to prosperity and stability. It was not a question of political reforms leading the Basic Law or the other way round. The two should be aimed at maintaining the existing systems, guiding HK on a course to freedom, the rule of law,

prosperity and stability.

Legco members Szeto Wah and Martin Lee: They spoke against a suggestion that the section of the Basic Law on HK's political structure should be brought forward for completion in 1987. Mr Lee said people might not have confidence in a Basic Law which was drafted hastily.
