(report) Legco member Andrew Wong: He had noticed a tendency in Legco, even among some veteran Unofficials, to make Legco a decision and policy-making body. Veteran Unofficials had no confidence in party politics and were trying to use Legco's standing committee as a basis for developing a committee system. Such a trend would result in the formation of a supreme

body which wield both the legislative and Exco power. This is

unhealthy. He suggested that Legco should remain a legislative and watchdog body.
