All the DFCCS considered the Report on Survey of Unruly and Delinquent Behaviour of Pupils in Secondary Schools 1983/84. Members welcomed the pamphlet entitled "Helping pupils with behaviour problems - a guide to social and educational services provided by government departments", copies of which had been printed and distributed by the Education Department to schools and parents. The DFCCS also noted various measures already taken or planned by the Education Department to combat unruly and aelinquent behaviour in schools. family education should be strengthened and the help of the mass media solicited to achieve this aim;

more seminars on unruly and delinquent behaviour of pupils should be organised for teachers so that their counselling skill could be improved;

the number of school social workers should be increased;

the Yin Ngai Society should be encouraged to organise more activities to educate parents on family education;

full-day schooling should be developed in suitable schools;

children aged 11 to 15 should be specially targetted; and

the Junior Secondary Education

Assessment system and the

implementation of compulsory education should be improved.

These views have been conveyed to the Education Department.
