The Kwun Tong, Tuen Mun, Shatin and North DFCCS were concerned about youngsters and students involved in shoplifting and snatching offences. The Police were closely monitoring such crime and more police officers were deployed to patrol the blackspots. The North District would launch a special campaign to counter this problem and posters on juvenile crime would be produced and circulated to schools.

VICE ESTABLISHMENTS*

The Wanchai DFCC noted that due to continuous police action, the number of vice establishments in Wanchai had decreased from 27 in January 1985 to 20 in September. The number of unlicensed massage parlours decreased drastically from 50 eighteen months ago to zero today.

13.10 The Kwun Tong DFCC discussed the problem of objectionable signboards and agreed to refer the matter to the Environmental Improvement Committee of the Kwun Tong District Board for necessary action. It was decided that, subject to the agreement of the District Police Commanders and the availability of funds, the District Management Team of the Kwun Tong District Office should initiate removal of the signboards.

13.11 The Shamshuipo DFCC noted that the idea of establishing "red-light" districts was not favoured by the Fight Crime Committee and its Working Group on Vice-associated Establishments. Members agreed that the issue should be shelved for the time being.

NEIGHBOURHOOD WATCH SCHEME

13.12 All the DFCCs considered and supported the Neighbourhood Watch Scheme. They had selected 80 residential buildings throughout the territory for participation in the scheme.

Burglaries

13.13 The North DFCC noted that the number of school burglaries had decreased substantially when compared with last year. School authorities were advised to paint marks on school equipment for ease of identification.
