Chapter XIII District Fight Crime Committees

INTRODUCTION

13.1

Members of the Fight Crime Committee continue to receive regular reports on the activities of the 19 District Fight Crime Committees (DFCCs) and to visit the DFCCs on a roster basis. Both the FCC and DFCC Members have found these visits useful. This chapter summarises the main activities of the DFCCS and the main issues they have discussed during the period under review.

TRIAD AND GANG ACTIVITIES*

13.2

Many DFCCS discussed triad and gang activities. The Tuen Mun DFCC noted that there was an increase in the number of extortion cases. The Police undertook to issue to the local residents more publicity materials carrying police advice on how to tackle them. As a result of a series of anti-triad operations in Tuen Mun, seven active members of Sun Yee On had been arrested. They were convicted of various crimes and sentenced to a total of 74 years' imprisonment.

13.3

The Wong Tai Sin DFCC was concerned about the seriousness of crimes related to triad activities in Tung Tau Estate. Because of this, the Police had deployed more constables to patrol the estate and had arrested a man who was believed to be the leader of a triad society.

13.4

Members of the Kwun Tong DFCC expressed concern about triads extorting money from illegal hawkers and tapping the electricity supply in squatter areas. They noted that the Police were now gathering information and evidence on these illegal activities, with a view to arresting and prosecuting

the criminals.

13.5

The Eastern DFCC was concerned about triads blackmailing fishermen in Sai Wan Ho and newspaper hawkers and shop owners in North Point. The Police were investigating these cases and had arranged a meeting with the fishermen concerned with a view to persuading them to supply information and to act as witnesses.
