This paper explores the possibility of

implications of the Governor withdrawing as President

the Council and being replaced by some other person.

The 1984 Green Paper on the development of

representative government said:

162. As regards his position as President of

the Legislative Council, it is proposed that he

should be replaced, in due course by a Presiding

Officer elected by the Unofficial members of the

Legislative Council from among their own

Such a change could be introduced

progressively in two stages. For example, the

first Presiding Officer

the Governor after consultation with the
