Even if the Governor were to cease to be
President of -the Legislative Council, it is
envisaged that he would continue to attend upon
the Council to deliver an Annual Address to the
Council in his role as Chief Executive at the
opening of each new Session; and that provision
would remain in the Standing Orders of the
Council for the Governor to address or attend
the Council on any other occasion on which he
considered it to be appropriate or necessary."

The Governor, in the special meeting of Council
called to introduce the Green Paper said in the Governor's
Speech:
"There will be some changes in the role of
Governor: for example, the Governor's powers to
appoint Members of the Executive and Legislative
Councils will be reduced.
The Governor's
presidency of the
Legislative
Council is
a
function unconnected with his other functions,
and it is proposed that he should in due course
be replaced as President of the Legislative
Council by a Presiding Officer selected
elected from among the Members of the Council.
