the Council and being replaced by some other person.

The 1984 Green Paper on the development of
representative government said:

162. As regards his position as President of
the Legislative Council, it is proposed that he
should be replaced, in due course by a Presiding
Officer elected by the Unofficial members of the
Legislative Council from among their own
Such a change could be introduced
progressively in two stages. For example, the
first Presiding Officer
