In order that the Basic Law will be able to play a leading
role in the future political system of Hong Kong, I think a plan of
the 'political system' should first be drafted.
The key points demanded of this plan are: (1) it will uphold
national unity and territorial integrity as what is stated in the text
of the Sino-British Agreement as one of the basic policies; (2) it will
ensure that Hongkong will enjoy a high degree of autonomy; (3) it will
retain the merits of Hongkong's administration and that of the operation
of the economy, and maintain a high efficiency; and (4) it will protect
Hongkong residents' freedom and lifestyle.
I am stating my idea of the future political system here because I hope people will follow suit and response and discussions
from all quarters will be drawn forth.

The appointment of the Chief Executive and his functions
The chief executive should be selected from among the masses of all circles in Hongkong who are highly prestigious and who support the 'one country, two systems' formula. He should be farsighted in
political matters. He should be good at getting along with the Central Government, bettering Hongkong's economy and giving full play to Hongkong's
role in China's four modernizations. That out of its own accord China
suggested "Hongkong people ruling Hongkong", "high autonomy" and "no change for 50 years" is all because it thought the maintenance of status quo in Hongkong would be of advantage to the country's four-modernization
programme. If this thought is not fulfilled and Hongkong's chief executive
