keeps on making trouble for Beijing, it is possible that the territory will lose its prosperity for good. Therefore, the post of chief executive should not be given to a radical who tries to please the public with claptrap. And it is necessary to set up an Executive Advisory Council to enlist people representing the industrial and commercial circles in Hongkong. These people should mainly come from the bourgeoisie, and there should also be representatives from the middle and the lower levels. The purpose is to reduce antagonism and estrangement between the classes and facilitate dialogue and communication. The Executive Advisory Council should consist of about 100 people. The Basic Law Drafting Committee will be responsible for the necessary arrangements to look for the qualified persons among its Hongkong members. The Executive Advisory Committee should be made up of representatives from the designated organizations, representatives from the undesignated organizations and specially invited representatives. may nominate a candidate for the office of chief executive, but there should

be over 20 seconders before the nomination is considered valid. The nominated

candidate will be required to make known his platform. The Executive Advisory

Committee will then collect people's opinions from the various classes. There

will be a consultation period of six months, and the chief executive will be appointed by either democratie consultation or by voting. The candidate for chief executive must be a legal citizen of Hongkong of 40-60.

He must possess

a university degree and is well familiar with Hongkong's politics and political

system. The term of office will be eight years. If he is unable to perform

his duties for health reasons, he should resign immediately. The chief

executive will not be permitted to remain in office for three consecutive

terms. The nominated chief executive will be appointed by the Central People's

Government. His duties are to head Hongkong's executive body, take charge of

the police force, and command the troops which are stationed in Hongkong at times of emergency and after he had obtained authorisation from the Central.

The chief executive and the Executive Council will be responsible for the

formulation of policies, and when formulating policies he should first consult

the opinions of the Executive Advisory Committee. The chief executive will

have the power to appoint and remove officials of secretary level. He should

act in accordance with the laws of Hongkong and respect the legal rights and

freedoms of the residents of Hong Kong. The chief executive will be required
