Mr Nicky Chan Nai-keong, CBE, JP

Aged 54. Joined the civil service

in November 1952. He has had wide experience as an

engineer with the Government and was promoted

to Principal Government Engineer in 1973 and to

be Director of Engineering Development in 1980.

In 1983 he transferred to the Administrative

Service as an Administrative Officer Staff

Grade A and in July of that year became Secretary

for Lands and Works. He was further promoted to

his present rank of Secretary, Government

Secretariat in July 1984.

Mr Graham Barnes, JP

Aged 51. Joined the civil service

in December 1958. He has served mainly in the

former New Territories Administration, Environment

Branch, and Home Affairs Department, and more

recently in the City and New Territories

Administration, Urban Services Department,

and Municipal Services Branch. The posts he has held in the past include Regional Secretary

(Hong Kong and Kowloon) and Director of Urban

Services. He was promoted to his present rank

of Secretary, Government Secretariat in June 1984,
