I have the honour to refer to the very serious financial problems affecting UNHCR's refugee assistance programmes, an issue that has been one of the main concerns of the October session of the Executive Committee of UNHCR and has been communicated in some detail to its members in my last periodic letter dated 20 September 1985.
This very substantial shortfall for the remaining months of 1985 seems likely to jeopardise UNHCR's pursuit of appropriate durable solutions. A case in point is the programme for Indo-Chinese refugees in East and South-East Asia, for whom resettlement remains the principal durable solution as long as voluntary repatriation and local integration are not possible.
The costs involved for UNHCR in the resettlement of a refugee from Indo-China include pre-departure screening, medical examination, documentation and internal travel costs for interviews etc., in addition to the international air transportation from the country of first asylum to the final Xresettlement country.
During 1985, although UNHCR initially estimated
US$ 150,000 for the pre-departure costs and US$ 1,350,000 for external air travel, financial constraints necessitated a later revision of the initial allocation for external travel to US$ 600,000. The attached project descriptions and budget summary give details of the situation.
