With regard to (ii) and (iii) above, I attach draft

telegrams of instructions to UKMIS Geneva

Geneva and Washington for

your approval. The telegrams to other posts will be based

closely on the text of the one to Washington. We do not therefore propose to clear them individually with you.

4.

We have of course included material on Vietnamese refugees our briefing for your own talks with the Americans, when we hope you will be able to raise the subject.
