Drafting committee member Szeto Wah: There is no conflict of views among members on the formation of the consultative committee.

* Drafting committee member Liu Yiu-chu: Mr Justice Li has given a clear explanation for the literal meaning of the term "consultation", but the question is that the term should not be taken only literally as it has a particular historical, sociological and

political background in China. The term is new to HK people and Mr Li's explanation does not enable her to see how "democratic consultation"

will work.
