The group has reached a general agreement on the draft and members' views which do not accord entirely with the general agreement will be recorded and reported to the full preparatory committee meeting. The

group has considered thoroughly the 35 submissions it has received and the draft is in fact a product of public or popular opinion. As to the reported controversy over the term "democratic consultation", he feels that all people who have the right to voice opinion should be allowed to do so without any feeling of inhibition. The "consultation" part of the term means that a consensus view will be sought while the difference of views will be recorded and taken

into account.
