Security Committee

46.

To provide for close liaison aimed at ensuring

the internal security of the SAR, it is proposed that it

will be necessary to have a Security Committee which will

be chaired by the Governor and comprise the following

persons :

?

(i) the Chief Minister and the Ministers of

Finance, Legal [Affairs], Internal Affairs

and District Affairs;

(ii) the Head of the Police Department, the

military Commander-in-Chief and the Head

of Intelligence;

(iii) the Heads of Foreign Affairs and

Security Departments.

Principal Officials

Officers of Secretary [Note: meaning Head of

Department] rank who are [directly] responsible to the

Governor will be nominated by the Governor for appointment

by the Central Government. The Hong Kong Government's

Advisers and the Chief Minister of the Executive Council

will, in accordance with the above-mentioned provisions,

be nominated by the Governor for appointment by the

Central Government. Other civil servants will be appointed

or dismissed by the Governor.
