The Minsiters and Deputy Ministers of the Executive

Council will be nominated by the Chief Minister and appointed

by the Governor. The appointments will be reported to the

Central Government for the record. The Governor may dismiss

Ministers and Deputy Ministers. Ministers and Deputy

Ministers may concurrently be members of the Legislative

Council (but may not be Advisers). Appointment should be by

qualifications and merit. They [i.e. Ministers and Deputy

Ministers] need not be members of the Legislative Council,

and need not be Hong Kong people.

Posts below Deputy Minister will be filled by civil

servants, and will not be affected by changes of Minister

or Deputy Minister.

In the case of the more important Ministries

listed below, priority should be given to Legislative

Council for purposes of consultations.
