The Foreign Affairs Department will, under the
direction of the Governor, co-operate closely with the
Ministry of Foreign Affairs of the Central Government

Department.

The Security Department will, under the direction
of the Governor, handle all internal and external security
work. Some of the functions of the present Hong Kong
Government can be reallocated: for example, the Prisons
Department can come under the Ministry of Legal Affairs and
the Fire Services Department can come under the Ministry of
Internal Affairs.

The Civil Service Department could perhaps be
combined with the ICAC and be responsible [directly] to the
Governor. This would [help] ensure that the civil service
system would not be subject to political interference.

Apart from the following posts which, in accordance
with the provisions of Section IV of Annex I to the Joint
Declaration, should not be filled by foreign nationals, all
other posts in the Hong Kong Government should not be limited
[to Chinese nationals]. The said posts are : the Governor;
