would still have the opportunity of being elected to the Legislative Council by the Council of Advisers if they are appointed as Advisers after leaving the Legislative Council.

The responsibilities of the Legislative Council

will be similar to the present ones, i.e. to make laws,

decide on taxation, approval government expenditue, inquire

into the state of administration and debate issues concerning

the public interest. On top of that, [the Legislative

Council will elect a Chief Minister to be responsible for

general administrative functions entrusted to him by the

Governor. See paragraph below.

The Executive Council

The President of the Executive Council will be

re-named as Chief Minister, and will be elected by the

Legislative Council from amongst those members of the

Council who are not Advisers. The elected condidate will,

subject to the Governor's agreement, be nominated for

appointment by the Central Government.
