(d) Annual report on developments should be published and debated

by Parliament.

(e) Guarantees on personal security should be given to government

servants liable to possible victimisation after 1997.

(f) "Operation Haven" should be considered.

(g) Hong Kong representation on JLG would be desirable.

(h) Hong Kong representation in drafting Basic Law is something for

Hong Kong people to discuss with Chinese Government.

(i) Moves towards representative government must not upset

stability but system must be in place by 1997.

(j) Government should strongly promote investment opportunities for

UK businesses in Hong Kong.

UK has great responsibility for Hong Kong up until 1997. "Operation Haven" would be impractical.

joint UK/China ventures in light of agreement.

made before 1988; strong government essential to prevent

infiltration by Peking cadres.

(d) Hong Kong's autonomy as a separate region must be recognised internationaly.

(e) Nationality: post-1997 passports must have international

recognition.
