of protection from prosecution? Change oath of loyalty.
(d) White Paper on representative" government unduly pessimistic
about ability of Hong Kong people to comprehend democratic
procedures: quicker pace of change needed.
(e) Unreasonable to expect Hong Kong to bear burden of Vietnamese
refugees on its own.
