Canadian Secretary of State for external affairs issued a press statement on 26 September 1984 warmly welcoming the

agreement.

Towards the end of last year,

Canadian officials expressed interest in certain aspects of the Hong Kong agreement, including nationality/citizenship and civil aviation. We asked our High Commissioner in Ottawa to suggest that the Canadians might give us a list of their questions. Although they have not yet done this, Mr Mulroney may refer a meeting between Sir Geoffrey Howe and Mr Clark, the Canadian Secretary of State for External Affairs,

on 11 December 1984. Sir Geoffrey said then that we should be happy to explain the citizenship and civil aviation provisions of the agreement to the Canadians.

3. The Prime Minister is aware of the background to

the Joint Liaison Group.
