VISIT BY THE PRIME MINISTER OF CANADA : TALKS WITH MRS THATCHER
1. Mr Mulroney, Prime Minister of Canada, is to pay an official visit to the UK from 28 April to 1 May. He will have talks at No 10 from 11.30 to 12.45 on Tuesday 30 April, and be guest of honour at a dinner hosted by the Prime Minister that evening.

I attach the outline Agenda which we are putting to No 10, which has been drawn up in the light of discussions with FCO Departments and consulations with the Canadians in Ottawa. It should be read with Ottawa telno 218 of 11 April and the Head of Chancery's teleletter of 15 April also attached. We propose to submit a single integrated steering brief in the new format (circular Home 'B' 4/85 of 15 February). I should.. be grateful to receive contributions under the appropriate headings by lunchtime, Tuesday 23 April.
3. In addition to the items noted for the Agenda, we are proposing to include brief background notes on the following subjects: Northern Ireland, EC/Canada, international scientific and technological relationship, New Zealand and ships visits, UNESCO. I should also be grateful to receive these in draft by the same deadline.
4. I should be grateful if SAD could include coverage of the Sikh problem under South East Asia/India and if Soviet Department could include the Ottawa CSCE meeting under East/West relations. ERD will be aware from Ottawa telno 229 that Mr Mulroney's briefing on Summit issues will focus on the new GATT round.
