I enclose for you a copy of the despatch with which the Ambassador forwarded the Chinese Instrument of Ratification to the Secretary of State. I also enclose photocopies of the Chinese Instrument bearing Wu Xue Qian's signature and our two Protocols of Exchange signed by the Ambassador and Zhou Nan.

To complete the set I also enclose a copy of the despatch with which our Instrument was forwarded to the Embassy.
