low density rural housing and an appropriate amount of industrial, commercial and CIC facilities but the precise land use content and extent of Government involvement would be a matter for further dis- cussion. The area not required for this development would be retained in private ownership as agricultural land and the Government would provide advice to the San Tin Development & Management Co. Ltd. to assist in the modernisation and reorganisation of agriculture within this area.

It should be clear from the above that it is envisaged that the San Tin Development & Management Co. Ltd. could continue to play an important role in the process of preparation of the development proposals and their subsequent implementation.

I regret that it has taken such a long time to give you a firm decision on your submitted proposals. However, if you are interested in proceeding along the lines set out above, I should be pleased to arrange an early recting involving the Government's planners and representatives of the Consultants for the North Western New Territoico.
