Dear Sir,
I refer to the submission made by yn copresentatives in December, 1981 of the Introductory Synopsis of the San Tin Master Plan (Volume 1) and the subsequent submission of Volume II both of which were given wide circulation within Government. your submission is essentially a development application, it falls io wn to respond to it in my capacity as the land authority.

TUL will appreciate that, when this proposal was considered by the Executive Council in August 1979, it envisaged a residential development consisting of 3,000 units to use some 15,000 people and, although your preliminary presentation in August 1980 indicated a design population of 56,000, the initial proposals of the Consultants for the North Western New Territories Study in August 1981 were indeed for a population within the San Tin area of 10,000 to 15,000.
In your submission of December 1982 the proposed population had increased to approximately 86,000. However, this design population can neither be reconciled with the Consultants strategy for the development of North Western New Territories nor with the approval given by the Executive Council based on your original development objectives. In the circumstances, I regret that your development proposals are not considered acceptable.
The Government is fully aware of the significant amount of work that you have undertaken on this project to date and, in wishing to encourage private initiative in the upgrading of this area, the Government is prepared, in consultation with you, to draw up a development proposal for San Tin as a District Centre with an additional population of between 10,000 and 15,000. It is envisaged that the proposed layout should include village improvement schemes, village expansion areas,
