Dear Sir,

The following is the written version I promised you of my remarks addressed to the Man Clan in San Tin on 6th March, 1980 together with a Chinese translation which you may wish to distribute to those present and other interested parties.

2.

Since I became Regional Commissioner/ North West, one of my duties has been to look into the development prospects of Yuen Long District and my conclusions indicated that the main Government effort must continue to be concentrated on the new towns where development was most intensive and big housing gains could be effected.

Meanwhile, it was necessary to rely

on private initiative to bring about interim development elsewhere which would not prejudice Government's ultimate development plans and which would still give the landowners an opportunity in the future to benefit from the high development potential of their land if and when it came under intensive development such as is being carried out in the new towns.

At the same time as my studies were taking place, the Chairman of the San Tin Development and Management Co.Ltd. was following the similar interim development concept in his proposals to the Secretary for the New Territories for the redevelopment of San Tin Village. proposals were studied by the Ex.Co. on 28th August, 1979 following which the Governor ordered as follows :-
