expatriate officials; but can we help by temporary secondments while local officials are being trained elsewhere, or to plug
gaps left by expatriates who are leaving Hong Kong early
because their future is uncertain?
5. The other dimension is the London end. We have discussed
with the Governor ways of trying to ensure that London is given advance warning of potentially difficult political issues in Hong Kong. We must not give the impression of "nannying"
Hong Kong, particularly over the next few years. But we can only react sensibly, and give the Hong Kong Administration the support (and sometimes guidance) it needs, if we know what is happening. In a changing political environment there is more.

something which comes naturally to any colonial government,
let alone Hong Kong.
