As you know, the Secretary of State receives a stream of correspondence from an acquaintance, Mr Barton, who recently failed to secure reappointment as a Magistrate in Hong Kong.

The Secretary of State is well aware that he therefore has an axe to grind, but he asked me to let you see the latest letter from him, which is representative of earlier ones. He would welcome a reflective piece from you in preparation for the Governor's visit in July on the Hong Kong Government's touch on political issues, in the light of recent incidents. He has it in mind to discuss this in a general way with the Governor in the course of the Chevening weekend.
