Mr. Chairman, Ladies and Gentlemen:

(1) Introduction

My wife and I are very pleased to be here this

evening to participate in this year's Annual Spring

Dinner of the Federation of Hong Kong Industries, and we

are grateful to you,

Chairman, and your General

Mr.

Committee, for your generous hospitality.

(2) Bridging Role of the Federation

2.

Since its establishment 25 years ago in 1960,

the Federation has been dedicated to performing a

bridging role between the Government

+

and

the

manufacturing sector of our economy. This bridging role

is defined in the Federation's Ordinance in terms of six

objectives. In view of the theme of my speech

speech this

evening, namely, the role of the functional constituency

concept in the development of representative government

in Hong Kong, these objectives are worth reciting. They

are as follows:

(1)

to

promote and foster the interests of

the manufacturing industries of Hong Kong

and to provide a united voice for those

Hong Kong and

industries

both in

elsewhere;
