PRIME MINISTER'S VISIT TO CHINA

1. I submit a self-explanatory draft letter to No 10 covering nine sets of briefs. Six further sets are also attached, for distribution as follows:

Secretary of State

1 copy

Mr Appleyard

1

Mr Ricketts

1

Peking

2

Governor, Hong Kong

1

2.

The inclusion in Brief No 2B of the proposal by the Prime Minister to Premier Zhao for a Nuclear Cooperation Agreement still depends on the progress of NED's separate submission. As you agreed with Mr Ashton earlier today, the draft letter promises No 10 a firm recommendation tomorrow, once the matter has been considered by the Secretary of State.

3. We are pursuing with DTI and D/Energy the additional points in Mr Powell's letter of 12 December and will submit supple- mentary material shortly.
