The inclusion in Brief No 2B of the proposal by the Prime Minister to Premier Zhao for a Nuclear Cooperation Agreement still depends on the progress of NED's separate submission. As you agreed with Mr Ashton earlier today, the draft letter promises No 10 a firm recommendation tomorrow, once the matter has been considered by the Secretary of State.
3. We are pursuing with DTI and D/Energy the additional points in Mr Powell's letter of 12 December and will submit supple- mentary material shortly.
