I enclose final copies of briefing for the visit.

We shall follow this shortly with supplementary

material covering the additional items in your

letter of 12 December.

One point requires explanation. The Steering Brief

(Brief No 1 paragraph 10) and Speaking Notes for the

talks with Premier Zhao (Brief No 2B, paragraph 5) refer

the negotiations of a Nuclear Cooperation Agreement with

China. This cannot however be proposed to the

Chinese without the Prime Minister's agreement in

principle to go ahead. This has not yet been sought,

because the general question is still under consideration

by Ministers here. We will write separately tomorrow

with a recommendation.

Meanwhile, the reference in the

Steering Brief (though not the Speaking Notes) is

square bracketed.
