In the questions which followed my statement about

the Hong Kong agreement in the House of Lords on 25

October you asked about the confidentiality of

submissions to the Assessment Office. I said that I saw

no reason why the records should be kept for longer than

was necessary for the Assessment Office to form its

views, but promised to communicate with you if I had

further details.

I can now assure you that submissions to the

Assessment Office other than submissions from main

organisations actually annexed to the report, will be

kept under seal in the Public Records Office in Hong Kong

until ratification of the Joint Declaration which will be

before 30 June 1985. They will then be destroyed.
