Hong Kong agreement in the House of Lords on 25 October,

you asked to whom the Joint Liaison Group would be

reporting and how often. You asked if there would be

discussions on the reports of the Joint Liaison Group. I

said that the Joint Liaison Groups would report to both

governments from time to time, and undertook to let you

information about the work of the Group.

I can only add that at this stage the working

procedures to be followed by the Joint Liaison Group have

not yet been decided. Annex II to the Joint Declaration

sets out the

the guidelines for the Joint Liaison Group. It

says that the precise working procedures of the Group

will be discussed and decided on by the two sides in

accordance with these guidelines.
