We appreciate the honour you have done us in conveying an invitation to undertake the task of independent auditors of the procedures employed, in the current survey on the draft Sino-British Agreement, by Survey Research Hongkong Limited. We would wish to be of assistance to UMELCO if we could, but I hope that you will understand that, particularly at this important final stage of our assignment on behalf of the British Government, it is not open to us to accept any commitment outside the terms of reference given us by the Secretary of State for Foreign and Commonwealth Affairs.
