will need to have access, in accordance with their terms

of reference, to some "aspects of the exercise of consultation".

The MT will, therefore, reed to compose and implement a

programme of selected occasions on which different organisations

at different levels, and in different parts, of the community

are holding meetings about the Agreement with a view to

making submissions to the AO. At such meetings the MT would

emphasise its role as a passive witness.

Record of Monitors' Work

A summary record will need to be kept of the complete

programme of the MT's work, covering: -

(a)

spot/sample, and any more regular, checks carried

out;

(b) the number of submissions and associated analyses/

summaries studied;

(c) AO meetings attended; and

(d) meetings, etc. attended outside the AO, as outlined

in paragraph 4 above.
