observed and problems identified.

Annex I and II illustrate in broad terms the main

procedural steps involved in inspection visits and verification

of assessments.

6.

Evidence and data drawn from the monitoring activities

in para. 4(a), (b) and (c) above would support the Monitoring

Team's Report to the Secretary of State.

Programme of Work

7.

If the monitoring system set out in paras. 4 and 5

above is adopted, detail procedures would have to be developed and the Monitors may wish to draw up a programme of work in

relation to that of the Assessment Office, and decide upon the

following:-

(a) distribution of business;

(b) frequency of inspection visits;

(c)

percentage coverage to be achieved in verification

of assessment made by the Assessment Office; and

(d) frequency of meetings with the Assessment Office

staff.
