FUTURE OF HONG KONG: WHITE PAPER ON TEST OF ACCEPTABILITY:

LETTERS FROM MR LUCE AND LADY YOUNG TO PARLIAMENTARIANS

1.

Mr Luce and Lady Young sent personal letters to a number of

MPS and Peers covering copies of the White Paper on the Agreement

on 26 September. I recommend that Mr Luce and Lady Young should

again write to MPs and Peers enclosing copies of the White Paper

on the test of acceptability containing the reports of the

Assessment Office and the independent Monitoring Team. I submit

a draft letter and a list of addressees, which we have enlarged

slightly since the last exercise to include those who have

expressed an interest in Hong Kong since September.

2.

If Ministers agree, the Department will prepare the letters

for signature on 27 and 28 November, and despatch to the House of

Commons and the Lords on the day of publication, 29 November.

3.

I shall submit separately a draft letter from the Secretary of

State to Mr Healey, Mr Kinnock, Mr Steel and Dr Owen covering an

advance copy of the White Paper, if it is possible to produce

advance copies in view of our very tight timetable for printing

the White Paper.
