I thought you would like to see a copy of the White Paper published today containing (a) the report of the Assessment Office which was set up to test the acceptability of the draft agreement to the people of Hong Kong, and (b) the report of the independent

Monitoring Team appointed by Sir Geoffrey Howe to oversee the work

of the Assessment Office.

As you know, the Government is strongly commending to Parliament the

draft agreement on Hong Kong's future. I look forward to the

debate on the draft agreement next week.
