I respectfully agree that M.1 and the draft you kindly

passed to me on 13 October provide thorough and sound structure

for the report.

The 'General Considerationg paragraph may be an appropriate

place to express our opinion on the response to the consultation.

Attached please find some of my thoughts for your consideration. (at Float)

With reference to paragraph 5(a) of M.1, it may be of use

to cite the number of submissions received by the Assessment Office

before and after announcement of the change in treatment on the

confidentiality issue. This reflects on the public reaction to this

problem.

Generally I feel that it may be proper for us to touch

upon our own reflection on public opinion. Unless we have a general

concept of the public opinion, it is difficult for us to express

our opinion on the report by CAO on the various points set out in M.l.
