INTRODUCTION
1.
On 18th July 1984, in a Written Parliamentary
Answer, the Secretary of State for Foreign and Commonwealth
Affairs announced the proposal to appoint a small
independent team to monitor the work of the special
office which it was planned to set up, under the authority
of the Governor of Hong Kong, to collate and assess
the views of the people of Hong Kong on whatever agreement
was reached with the Chinese Government on the future
of the territory. The terms of reference of the Monitoring
Team were placed in the Library of the House of Commons,
along with the terms of reference of the Assessment
Office and a more general note on the "Arrangements
for testing the acceptability in Hong Kong of an agreement
with the Chinese Government". Attached as Annex I
are the terms of reference of the Monitoring Team.
