Commissioner's judgments ! It seems to
me that it will not be easy for us to
avoid both offering an assessment of our
own and appearing to approve the Commissioner's
assessment a little too readily !

I have made rather heavy weather perhaps of
all this, but I feel that it would be useful for us to
consider the questions and problems together before
attempting to formulate the first draft of our own
report. I also think that a fairly early talk may help
us in our task of monitoring the drafts of the Assessment
Office report.
