In due course, the Governor should be replaced as President of the Legislative Council by a Presiding Officer to be elected. The powers of the Governor relating to the Executive Council were not spelt out.
It was stressed in the Green Paper that the proposals therein were not definitive. Hong Kong people were invited to put forward their own suggestions for the further development of a representative government in Hong Kong. After two months' consultation period, the Government would consider these views. Thereafter, to put forward the Government's definitive intentions, a white Paper would be published.

A total of 200,000 copies of the Green Paper were made available for distribution at public enquiry counters. Copies were distributed also to all major organisations. The Government's efforts in explaining and publicising the Green Paper have been intensive. Public announcements to invite comments were made through radio and television at regular intervals. Advertisements were placed in all the major English and Chinese newspapers. Senior officials took part in forum discussions, seminars and public affairs programmes on Radio and Television. The vigorous publicity campaign stimulated public response which is analysed in detail in the subsequent chapters.
