Unofficial members elected by the electoral college, 12 Unofficial members elected by the functional
constituencies, 16 appointed Unofficial members and 10 Official members.
(3) The system of indirect election
would be implemented
progressively and the progress of its implementation would be reviewed. The afore mentioned new arrangements for the Legislative Council would be introduced in 2 stages in 1985 and 1988 following the District Boards elections in those years. In 1989, the position would be reviewed with a view to deciding what further developments should be pursued. By that time the possibility of having all Unofficial members elected by the public and the feasibility of direct elections would be studied.
(4) As regards the Executive Council,
the majority of the appointed Unofficial members should be replaced progressively by members elected by the Unofficial members of the Legislative Council, but a small number of members should continue to be appointed by the Governor. Four ex-officio members should remain as members of the Council. To effect the changes progressively, two stages were envisaged in 1988 and 1991, following the elections of the Legislative Council in those
years.
