BUSINESS STATEMENT 27 NOVEMBER: UNLOSC; HONG KONG; GCHQ; FONTAINEBLEAU; UNESCO
1.
After the Business Statement on 22 November Mr Hattersley asked for a debate on UNLOSC before 10 December. Mr Biffen replied that the matter could be persued through the usual channels.

Mr Ivor Stanbrook requested a debate on the future of Hong Kong. He also sought an assurance that the pension rights of government servants there will be safeguarded as in former colonies. Mr Biffen indicated that a debate would take place shortly and that the Foreign Secretary would take account of the point raised.
3. As a result of the House of Lords decision Mr Ian Wigglesworth sought a statement on the position of staff at GCHQ who still hold union membership. Mr Biffen made a suitable reply.
4. Mr Tony Marlow referred to the Fontainebleau agreement and asked for a debate on the European Community financial mechanism. Mr Biffen said he would consider the point.
5. Mr Tom Clarke thought it would be unthinkable for the Foreign Secretary to announce withdrawal from UNESCO during a debate on aid. Mr Biffen made a suitable reply.

I attach the relevant Hansard extracts Vol 68, No 13.
Departments receiving a copy of this minute should consider whether any follow up action is required. They should also prepare a 'Line to Take' (usually defensive) and brief background note for use by the Lord Privy Seal. These should reach Parliamentary Unit by NOON on Wednesday 28 November.
