HONG KONG AGREEMENT:

HOUSE OF LORDS DEBATE

I submit the first draft of a speech for Lady Young's use in opening the House of Lords debate on the Hong Kong agreement on 10 December. It generally covers the same ground as the Secretary of State will do in his speech in the House of Commons today, but in different language.

2. We shall continue to work on the draft, taking into account any particular points raised in the course of today's debate. I understand that you will soon be letting us know the major points that peers are planning to make in the debate. We shall aim to submit a final draft of the opening speech, together with material for the winding-up speech, on 7 December.
