1. I shall look forward to seeing your redraft of the first draft of a speech attached to your submission of 5 December, taking into account the House of Commons debate.

2. In preparing the redraft I think that the following two points should be picked up: -

Paragraph 11.

GATT is not an international organisation.

Paragraph 24. This needs to be aligned with the redraft which we worked out in the House of Commons last night about statelessness. In any event the words "in 1997" should be deleted. A very large number of persons will not acquire the new form of British nationality in 1997 because they will have acquired it long before.
