Motion for Hong Kong Debate

The Foreign Secretary and the Acting Chief Whip discussed the terms of the motion for the debate when they met in the Foreign Secretary's office last Friday. It was left that we would put to you a suggested form for the motion.

I enclose a draft. This has not yet been seen by the Foreign Secretary, but I shall be showing him a copy as

as he returns from the Foreign Affairs Council in Brussels. I am sending it to you now in view of the suggestion at the meeting last Friday that we should try to get this on the Order Paper on 30 November.

I am sending a copy of this letter and enclosure to Tim Flesher in No 10.
