SUPPLEMENTARIES FOR DEBATE

1. I have now read through the supplementaries attached to Mr Powell's minute of 27 November. I think they are broadly right. My comments on detail are that the section dealing with constitutional development should include something specific about functional constituencies, which may be criticised. The supplementaries on the acceptability exercise need to be expanded to take in those which we have just agreed for use at press conferences tomorrow.

2. There are as yet no supplementaries covering pensions matters and civil servants. We shall need both a module on this and suitable supplementaries. I imagine that Richard Hoare may be waiting to see the outcome of the submission now in preparation, but we should not lose sight of this.
